This research studies the opportunities for industrial scaling that global value chains offer to local industry linked to mineral extraction. With the help of the calculation of the economic complexity index, it is identified which potential products would be candidates for such scaling, and a survey of industrial linkages is applied to the companies linked to mining in Arequipa. With these results, it is evaluated whether public industrial policy in Peru has served as an incentive or a hindrance to industrialization. On the other hand, it evaluates what strategies, at the private governance level, are being applied by the leading companies of those global value chains of intensive use of minerals, to make their business a sustainable activity and mitigate the negative impact of the interruption of the value chain due to the COVID-19 pandemic.
