Abstract
This research studies the population of Huaripampa, place that is within the Area
of Direct Influence of Compania Minera Antamina - CMA, with the aim of
identifying the benefits perceived by the population of Huaripampa, its relationship with the CMA and the forms of organization and intra-community relations from their perception, in the period 2012-2014. This study has examined the perceptions of the people, because we believe that every change originates a sensation of welfare in the population. And Huaripampa is a town with many first order requirements. In general, the CMA manages encouraging figures of its investments and social projects in its area of direct influence. However, the population has not felt the positive impact that supposedly reflect these figures. In addition to observation and document review, we have interviewed thirteen residents and one official of the CMA, whose contributions and opinions have served to understand some aspects that could be the origin of the fragility in the relations between Huaripampa and the CMA. Our key findings are four: no benefits of CMA in Huaripampa, strained relations between the villagers and CMA through their experiences, forms of organization not representative of the population and intra-community relations that do not contribute to Community Development. We have reviewed these findings from two approaches: Human Development and Community Relations. Thus we have found that people do not have access to information and, in general, their citizenship are not fully exercised, as they are isolated in an area with problems of corruption and poverty. From the study of case, we have done recommendations to improve the relationship of the villagers with the mining company, so that it can develop and promote programs and projects to benefit the community in a enabling environment and dialogue. Also, these suggestions could be replicated with appropriate adaptations in other places with similar relationship problems.
