Migrantes venezolanos en Perú: capital humano y trabajo decente, vulnerabilidades expuestas por el COVID-19

In the last decade, the economic crisis and the political situation in Venezuela has caused the largest exodus in recent history from South America. In receiving coun-tries, vulnerability and precariousness have affected the personal and professional life of migrants. In addition to the facts, the COVID-19 pandemic posed various challen-ges and challenges for societies and their governments, in addition to expanding vulnerabilities. Peru being the second country that has received the most Venezuelan migrants, this article seeks to present the characteristics of the context experienced by migrants, related to human capital, decent work and the vulnerabilities and solutions presented during the pandemic. The study is qualitative, using the technique of documentary analysis, focused on documents and studies referring to Venezuelan refugees and migrants in Peru both prior to the pandemic and in its context, with special emphasis on those originated be-tween January and September 2020. The results point to the need for public management to be oriented towards identifying the needs of migrants, displaced persons and refugees, in order to reduce vulnerabilities, take advanta-ge of available human capital and generate decent wor-king conditions, as basic conditions to avoid and mitigate poverty and, therefore, achieve a more just, equitable and sustainable society
