Abstract
Here in Peru, policies regarding citizen security have gotten very low results. Citizen insecurity has increased. There is no precedent regarding the creation of a model based on systems, prior an implementation of social and economic policies. In order to address this topic, current article has assumed the following strategy: Firstly an introduction takes place; second, it is defi ned what a systems based conceptual model is; in third place, a vision of the model results is proposed; fourth, systematic principles and their relation with public policies possible to be implemented; in fi fth place, model areas to work. And sixth, the conclusions. The research method is based on systems. Number of cases in Peru, referred to criminal offences, people arrested, missing persons, traffic accidents, and domestic violence, has increased as sense of public insecurity. Public security problem is a crosscutting issue, where it is necessary coordination between all involved institutions and sectors. Only through a systemic conceptual framework for the implementation of social strategies and political economy, it would be possible to achieve a progressive reduction of lack of public security. In order to do that, it is necessary to approach the problem with different proposals allowing to go from a hierarchical method to a democratic one of “bottom to the top“, considering risk factors from a health public view, functions streamlining and expenditure from a processes focus view, mainly, under a permanent coordination focus.
