Abstract

This thesis constitutes a very conscious work intended to implement an Environmental Management Program to support the road conservation activities of a low-traffic highway, based on the requirements established by the ISO Standard 14001:2004. In Chapter III, the compiling of the environmental aspects identified according to the activity of the process for habitual and periodical road maintenance is presented. The importance matrix method used in here permitted the accurate assessment of environmental aspects and patterns, and the previous outcomes consider the cause-effect matrix to evaluate any other environmental impact. The most sensitive environmental parameters determined by the cause-effect matrix are: soil quality, noise levels and water quality. The significant environmental aspects considered by the project are the activities using asphalt, landslide clearing and masterpiece cleaning. Due to analyzed significant impacts, Chapter V implements the design of management programs included in the environmental management system framework intended for the Cañete – Lunahuaná – Pacarán – Chupaca Highway, where solid waste management, emission control, particulate matter, noise control and liquid waste management programs are described. The Environmental Management System (EMS) allows an efficient use of resources and a systematic control of Road Maintenance Activities through the implementation of adequate environmental policies, procedures and management programs within the current legal framework. The Road Maintenance Contractor must be in charge of the environmental management of the projects to be executed. The greatest advantage of EMS is that they promote and consolidate environmental management drives with a comprehensive and habitual treatment for decision-making and operation protocols adopted by companies.
